Working at Height: Hazards and Control Measures


🔹 What is Work at Height?

Work at height means any work where a person could fall a distance liable to cause personal injury, including:

  • Working on ladders, scaffolds, roofs, platforms

  • Working near edges, openings, or fragile surfaces


🔺 Common Hazards of Working at Height

Hazard Type Examples
Falls from Height - Falling off roofs, ladders, scaffolds, or platforms
Falling Objects - Tools or materials dropped onto people below
Fragile Surfaces - Roof panels, skylights, ceiling tiles that may collapse under weight
Unsafe Access/Egress - Poor ladder positioning, slippery steps, blocked exits
Weather Conditions - Rain, wind, or ice increasing slip risk or instability
Poor Housekeeping - Tools or debris causing trips and falls
Lack of Edge Protection - Missing guardrails or barriers
Inadequate Training - Workers unaware of fall risks or equipment use

✅ Control Measures for Working at Height

1. Avoid Work at Height Where Possible

  • Use extendable tools from ground level

  • Assemble items at ground level

2. Risk Assessment

  • Identify hazards, assess who may be harmed and how

  • Evaluate and implement control measures

3. Use of Proper Equipment

  • Use scaffolding, mobile elevated work platforms (MEWPs), or safety ladders

  • Ensure equipment is suitable, stable, and strong

4. Fall Protection Systems

  • Guardrails and toe boards

  • Fall arrest systems (harness, lanyards, anchor points)

  • Safety nets or soft landing systems

5. Regular Equipment Inspections

  • Daily pre-use checks

  • Periodic inspections by a competent person

6. Safe Access and Egress

  • Use secured ladders, stairways, or mobile platforms

  • Ensure safe routes are clear and well-lit

7. Weather Monitoring

  • Suspend work during high winds, rain, or storms

8. Prevent Falling Objects

  • Use tool lanyards, barriers, and debris nets

  • Restrict access to the area below

9. Training and Competency

  • Workers should be trained on:

    • Height hazards

    • Use of fall protection

    • Emergency procedures

10. Supervision and Monitoring

  • Ensure work is supervised by competent personnel

  • Monitor compliance with safety procedures
